Digital inclusion and mobile sector taxation in the Democratic Republic of the Congo 2015 image

Mobile services in the DRC connect over 22 million people, equivalent to 31% of the population, and deliver widespread social and economic benefits to the country. However, the sector is subject to high mobile specific taxation, including an excise tax on mobile services and numbering fees, which meant that in 2014 the mobile sector contributed US$ 454 million in taxes and fees. This report estimates the impact of reforming mobile sector taxation on digital inclusion and the wider economy of the DRC.
