Companies are racing to use advanced, automatic technology. While this promises a fairer economy, it also risks creating a new &#8220;glass ceiling&#8221; for women that is built by machine code.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The headlines are full of stories about massive profits and speed. But from where I stand, having worked in technology and call centers for over 30 years, the real test is what happens to the 63% of small businesses run by women.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If we want a digital economy that is strong and trusted, we must do more than just count how many gadgets people use. We have to face a double problem for women-led businesses. They are already underserved and are now the most likely to be hurt by these new technologies, lacking the right support, funding, and good internet. They are the engine of our economy, and we cannot afford to leave them behind in this big shift.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><a><\/a><strong>Layers of Unseen Vulnerability<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The landscape of women in business in our region is not a monolith; it is a layered ecosystem. Yet, a central fact remains: each tier faces a different, automated &#8216;glass ceiling&#8217; that the modern digital economy is built upon. If we want a truly resilient, high-trust digital future, we must move beyond counting superficial adoption metrics and address the systemic &#8216;Double Exposure&#8217; facing our women-led MSMEs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We must first acknowledge the critical gaps in our current digital systems:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>The Foundational Layer:<\/strong> Micro-SMEs in underrepresented areas, often born of necessity. For them, basic infrastructure and connectivity are still luxury items, not essential utilities.<\/li>\n\n\n\n<li><strong>The Digital Layer:<\/strong> Women-led digital businesses using e-commerce and fintech to bypass traditional geographic barriers, but often lacking the capital and sophisticated digital trust frameworks needed to scale.<\/li>\n\n\n\n<li><strong>The Tech Frontier:<\/strong> Women in IT, engineering, and STEM, who currently make up only about 30% of the AI workforce globally\u2014a figure that has barely budged in a decade.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Despite their dominance in the SME sector, these women are disproportionately susceptible. New <strong>ILO (International Labour Organization)<\/strong> data from early 2026 reveals a startling &#8220;double exposure&#8221;: women in the Philippines face <strong>twice the rate of potential displacement from automation<\/strong> as men. Why? Because they are concentrated in clerical, administrative, and service roles\u2014the precise tasks most vulnerable to advanced, automated displacement. This is not just a statistical issue; it is a looming socio economic crisis that impacts future national and regional competitiveness.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><a><\/a><strong>Abundance Without Alignment<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Walk into any regional development forum, and &#8220;upskilling&#8221; is the buzzword. Yet, from my perspective, we are caught in a strategic paradox: while automatic skills training is abundant, participation and application remain deeply lopsided. Data from <strong>Coursera (2026)<\/strong> indicates that although Filipino women complete automatic skills courses at rates 0.3% higher than men, they only account for <strong>39.1%<\/strong> of total enrollments.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The barrier isn&#8217;t a lack of interest; it\u2019s a profound misalignment of resources. Training is frequently deployed in areas where the infrastructure is too fragile to support high-performance computing or where budgets are locked into isolated &#8220;pilot projects&#8221; rather than building the necessary <strong>Digital Public Infrastructure (DPI)<\/strong>. This is the foundation that allows a woman-led SME to scale beyond its first year; currently, 60% of exporting MSMEs fail within four years due to a lack of integrated support systems. We do not need more &#8220;one-off&#8221; workshops; we need consistent, scalable digital utilities that drive real income growth.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><a><\/a><strong>Trust, Safety, and the Digital Commons<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The &#8220;future of work&#8221; cannot be inclusive if it isn\u2019t safe. My experience in tech and policy work in APAC has shown that for many women, the digital space is a double-edged sword. <strong>UNICEF<\/strong> and <strong>UNESCO<\/strong> reports (early 2026) highlight that <strong>over 51% of sexual abuse cases<\/strong> now involve technology-facilitated elements (TFGBV), including machine-generated deepfakes and automated harassment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This is where the &#8220;New Automated Reality&#8221; meets the critical need for &#8220;Trust.&#8221; Digital trust is non-negotiable for economic participation. Our call for regional governance must prioritize deploying <strong>Technology for Safer Online Spaces<\/strong>:<\/p>\n\n\n\n<ol start=\"1\" class=\"wp-block-list\">\n<li><strong>Detection &amp; Mitigation:<\/strong> Mandatory integration of automated systems to detect, anonymize, and block technology-facilitated gender-based violence (TFGBV) and hate speech, fostering the digital trust necessary for women entrepreneurs to operate safely.<\/li>\n\n\n\n<li><strong>Credit without Bias:<\/strong> Leveraging automated credit scoring that uses alternative data points (digital transaction history, utility payments), specifically bypassing traditional banking models that structurally bias against women. This directly addresses the funding gap where women-only founding teams historically received just <strong>2.3% of global venture capital<\/strong>.<\/li>\n<\/ol>\n\n\n\n<h3 class=\"wp-block-heading\"><a><\/a><strong>Opportunities in the New Automated Economy<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">While the risks of automated displacement are real, the narrative cannot only be one of fear. We must focus on the unique <strong>Women-Led Innovations across digital services<\/strong>. Data from current business missions (2026) in Singapore and the Philippines shows that women-led firms in <strong>agri-tech, health-tech, and renewable energy<\/strong> are not just using advanced automation, but <em>refining<\/em> it to be more human-centric.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The opportunity in this new economy lies in &#8220;Technology Orchestration&#8221;\u2014using automated systems to augment, rather than replace, complex, collaborative, and human-centric skills. It is significant that women-led startups are currently leading in &#8220;critical thinking&#8221; automated enrollments (46.5%), focusing on how technology can enhance strategic decision-making.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><a><\/a><strong>Deploying and Regulating Technology in APAC<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">As we move toward the finalization of major regional frameworks, such as the <strong>ASEAN Digital Economy Framework Agreement (DEFA)<\/strong>, my conviction remains steadfast: national and regional competitiveness will be defined by how well we navigate the &#8220;Technology-Gender Nexus.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">My experience deploying and regulating tech in the region confirms that we must transition from being simply the &#8220;bosses&#8221; of technology to being <strong>stewards<\/strong> of an inclusive digital future. We cannot afford to have digital governance created in a vacuum, hard-coding existing biases into the future of APAC trade and labor.
