The industry has set ambitious\u00a0plans to launch 5G by 2020, and the European Commission has identified priority bands and a\u00a0clear timeline for action supported by EU Member States in the 5G Roadmap published in\u00a0December 2017. Ahead of the coming Trialogue meetings, the GSMA urges co-legislators to be\u00a0as ambitious by ensuring that spectrum policy measures within the Code will enable and\u00a0incentivise the industry to deliver on those objectives.<br \/>\nThe GSMA believes that several key issues need to be resolved, as they are critical for Europe to be a front-runner in mobile broadband and 5G:<\/p>\n<ul>\n<li>\u00a0Greater certainty and predictability over the future rights of use by introducing minimum spectrum license duration of no less than 25 years<\/li>\n<li>Stronger presumption of license renewal if the frequencies are being used effectively and\u00a0efficiently<\/li>\n<li>Greater consistency among Member States in their approaches to spectrum awards and<br \/>\nimproved coordination through an efficient peer-review mechanism<\/li>\n<li>Right balance between licensed spectrum and general authorization (i.e., unlicensed<br \/>\nspectrum), and between exclusive and shared use<\/li>\n<li>Harmonised electromagnetic field (EMF) limits across Europe<\/li>\n<li>Spectrum fees that are limited to ensuring efficient and effective use, that reflect extended coverage commitments and that are linked to spectrum availability<\/li>\n<li>Freedom to compete and differentiate through voluntary sharing in consistency with<br \/>\ncompetition law<\/li>\n<li>Passive sharing favoured against active measures and clear criteria on non-compliance with license obligation maintained<\/li>\n<\/ul>\n<p>Afke Schaart, Vice-President\u00a0 and Head of Europe at the GSMA, said: <em>&#8220;The foundation of connectivity and 5G\u00a0is good spectrum policy.
