{"id":8261,"date":"2019-11-06T17:03:06","date_gmt":"2019-11-06T17:03:06","guid":{"rendered":"https:\/\/www.gsma.com\/about-us\/regions\/europe\/?p=8261"},"modified":"2019-11-27T11:58:50","modified_gmt":"2019-11-27T11:58:50","slug":"should-we-pay-more-attention-to-consumer-attention","status":"publish","type":"post","link":"https:\/\/www.gsma.com\/about-us\/regions\/europe\/general\/should-we-pay-more-attention-to-consumer-attention\/","title":{"rendered":"Should we pay more attention to consumer attention?"},"content":{"rendered":"<p class=\"xmsonormal\">Today during <a href=\"https:\/\/law.knect365.com\/competition-law-telecoms\/\" target=\"_blank\" rel=\"noopener noreferrer\">the 25<sup>th<\/sup> annual competition law and telecoms conference<\/a> in Brussels, Serafino Abate, Senior Director of Competition Economics at GSMA, discussed the novel concept of using the value of consumer attention to help define digital markets &#8211;\u00a0particularly zero-priced product and services supported by ad-funded business models.<\/p>\n<p class=\"xmsonormal\">Consumers\u2019 attention is a critical component underlying the goods and services being exchanged in the digital economy, and focusing on that could help raise the debate above the controversy and confusion generated by the crossover between personal data, privacy, competition law and regulation.<\/p>\n<p class=\"xmsonormal\">We give our attention to digital platforms \u2013 often in exchange for free product and services. This attention is then marketed and sold to advertisers by <i>attention brokers <\/i>(Tim Wu). The more attention is captured, the higher the profits of ad-funded digital platforms. For some digital platforms, such as Google and Facebook, advertising revenue accounts for more than 90% of the total. It\u2019s also a fast-growing revenue stream for other players, such as Amazon.<\/p>\n<p>However, human attention is scarce and valuable. There\u2019s plenty of behavioural science studies that show how abuse and misuse of attention can harm users and society. It can, in some cases, be the result of anticompetitive behaviour, so it deserves\u00a0<em>attention<\/em> from competition authorities.
