El Viceministro Rozo se\u00f1al\u00f3 que este foro es parte importante de los esfuerzos que viene realizando el Gobierno de Colombia para la consolidaci\u00f3n del Sistema Nacional de Telecomunicaciones Emergencias.<\/p>\n<p>El Foro cont\u00f3 con la participaci\u00f3n de expertos internacionales y latinoamericanos de empresas del ecosistema digital, Ministerios y reguladores de telecomunicaciones, agencias nacionales de gesti\u00f3n de riesgo y organizaciones humanitarias. Por su parte, Randall Trevino, Vicedirector de las Am\u00e9ricas de la UIT resalt\u00f3 que las telecomunicaciones contribuyen en la atenci\u00f3n de emergencias y desastres facilitando la coordinaci\u00f3n de la poblaci\u00f3n, los grupos de atenci\u00f3n de emergencias, las autoridades y las entidades privadas.<\/p>\n<h3>El ecosistema m\u00f3vil comprometido en la respuesta ante desastres<\/h3>\n<p>\u201cLa gran mayor\u00eda de las vidas salvadas en un desastre se logran salvar gracias a la gente local. Por ello, la escala y alcance de la conectividad m\u00f3vil es imprescindible para conectar a la gente y ofrecer acceso a informaci\u00f3n fundamental para apoyar la respuesta inmediata\u201d, asegur\u00f3 Mauro Accurso, Gerente de Comunicaciones y Sostenibilidad de la GSMA para Am\u00e9rica Latina, en su presentaci\u00f3n durante el Foro.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignright size-medium wp-image-19400\" src=\"https:\/\/www.gsma.com\/about-us\/regions\/latin-america-and-the-caribbean\/wp-content\/uploads\/2017\/09\/colombia-2017-500px-300x199.jpg\" alt=\"\" width=\"300\" height=\"199\" srcset=\"https:\/\/www.gsma.com\/about-us\/regions\/latin-america-and-the-caribbean\/wp-content\/uploads\/2017\/09\/colombia-2017-500px-300x199.jpg 300w, https:\/\/www.gsma.com\/about-us\/regions\/latin-america-and-the-caribbean\/wp-content\/uploads\/2017\/09\/colombia-2017-500px.jpg 500w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><a href=\"https:\/\/www.gsma.com\/about-us\/regions\/latin-america-and-the-caribbean\/es\/colombia-carta-conectividad-humanitaria\/\">La industria m\u00f3vil de Colombia se comprometi\u00f3 a trabajar de forma coordinada en la preparaci\u00f3n y respuesta ante desastres naturales al firmar la Carta de Conectividad Humanitaria<\/a> en el marco de la campa\u00f1a Nos Importa en septiembre de 2016. Los operadores dispusieron sus medios para apoyar la divulgaci\u00f3n del Simulacro Nacional de Evacuaci\u00f3n y el Simulacro de B\u00fasqueda y Rescate realizado por la Unidad Nacional de Gesti\u00f3n del Riesgo y Desastres (UNGRD) de Colombia, logrando informar a 1,9 millones de personas.<\/p>\n<p>El rol de Claro, Telef\u00f3nica Movistar y TigoUne tambi\u00e9n fue muy relevante durante la tragedia ocurrida en el municipio colombiano de Mocoa debido a fuertes lluvias, desbordamientos de r\u00edos y deslaves, sucedidas entre la noche del 31 de marzo y la madrugada del 1 de abril de 2017. Los operadores m\u00f3viles lideraron una fuerte campa\u00f1a de recolecci\u00f3n de fondos a trav\u00e9s de SMS, l\u00edneas m\u00f3viles y fijas logrando recaudar millones de pesos para las v\u00edctimas, brindaron bonos de cr\u00e9dito gratuito para los habitantes afectados y apoyaron fuertemente en la log\u00edstica de respuesta y en la reconstrucci\u00f3n.<\/p>\n<h3>Big data para gesti\u00f3n de desastres<\/h3>\n<p>El sector humanitario ha experimentado m\u00e1s disrupci\u00f3n debido a la tecnolog\u00eda en la d\u00e9cada pasada que en los \u00faltimos 50 a\u00f1os, empoderando a los equipos de respuesta y a la gente local con conectividad y mejorando los sistemas de log\u00edstica, el an\u00e1lisis de riesgo, la preparaci\u00f3n, alerta temprana y la reconstrucci\u00f3n. En ese sentido, la innovaci\u00f3n a futuro vendr\u00e1 de la mano del Big data para la gesti\u00f3n de desastres: a trav\u00e9s del an\u00e1lisis de grandes sets de datos es ahora posible medir el comportamiento humano a gran escala con el fin de proveer insumos relevantes para la toma de decisiones.<\/p>\n<p><iframe loading=\"lazy\" src=\"https:\/\/www.youtube.com\/embed\/QMIKQv4TSz8\" width=\"560\" height=\"315\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/p>\n<p>Buscando promover esas soluciones innovadoras que mejoren la comunicaci\u00f3n en momentos de crisis y emergencias, la GSMA lanz\u00f3 el Disaster Response Innovation Fund. La iniciativa brindar\u00e1 financiaci\u00f3n para testear o escalar ideas y proyectos que incluyan al menos 2 actores: operadores m\u00f3viles, empresas, ONGs, organismos nacionales de emergencia o medioambiente, y agencias humanitarias. <a
