This forum was held at Intercontinental Hotel, Mauritius in Port Louis, Mauritius from the 4 – 6 September 2018. It was aimed at building the capacity of stakeholders in managing spectrum from planning and assigning to utilising and recovery as well as to help stakeholders prepare for the next World Radio Communication Conference. Some of the key agenda items that were discussed included:

* The promise of 5G
* Spectrum utilisation
* Efficient spectrum
* Policy options for spectrum efficiency
* Spectrum sharing
* Digital broadcasting switch over
* Regulatory environments
* Spectrum trading
The GSMA represented by Kamal Tamawa, Policy Manager – Spectrum, Government and Regulatory Affairs in the Sub-Saharan Africa region and Nitin Sapra, Senior Manager, Spectrum and Policy, Government and Regulatory Affairs in South Asia, continued its advocacy towards encouraging the adoption of best practice in Spectrum Management.
They delivered key messaging with presentations on Spectrum Pricing in Developing Countries and priority areas of consideration for a successful Digital Switchover, both key issues that are relevant in the Commonwealth and used the opportunity to progress advocacy towards identifying additional spectrum for mobile at the World Radiocommunication Conferences (WRC) coming up in 2019.
