This policy shift will foster competition, attract investment, and spur innovation &#8211; ultimately strengthening the broader digital ecosystem and driving industry transformation and digital economy growth.<\/p>\n\n\n\n<p>Malaysia\u2019s 5G penetration has reached 40% of mobile subscribers, reflecting steady adoption. However, as subscriber growth and enterprise integration slowed in 2024, the government\u2019s introduction of a second 5G network signals a shift towards a more competitive, market-driven telecommunications landscape. This GSMA expects this to improve service affordability, accelerate network investment, and unlock new opportunities for enterprise services and innovation. Importantly, this approach will create a fertile environment for new services, partnerships, and business models, accelerating Malaysia\u2019s transition to a vibrant digital economy.<\/p>\n\n\n\n<p>The GSMA has long advocated for infrastructure-based competition as the foundation of a resilient mobile ecosystem. Findings from GSMA Intelligence\u2019s latest report, <em><a href=\"https:\/\/www.gsma.com\/about-us\/regions\/asia-pacific\/gsma_resources\/malaysia-5g-economy\/\">Tapping the Untapped: Malaysia 5G and the Tech Economy<\/a><\/em>, emphasise that a dual network model will strengthen network resilience, enhance consumer choice, and fuel economic growth. By embracing this approach, Malaysia joins leading 5G markets where competition has driven better connectivity outcomes.<\/p>\n\n\n\n<p><strong>Julian Gorman, Head of Asia Pacific, GSMA<\/strong> said: <em>\u201cThe GSMA applauds the Malaysian government for its forward-thinking decision to introduce a second 5G network. This move reinforces Malaysia\u2019s commitment to fostering a competitive, investment-friendly telecoms sector. Countries that embrace market-led infrastructure development consistently achieve better connectivity outcomes, fuel innovation, and drive stronger digital economies. But Malaysia\u2019s digital transformation is far from complete. Continued industry collaboration and policy consistency will be crucial to sustaining this momentum and ensuring Malaysia remains competitive on the global digital stage.\u201d<\/em> <\/p>\n\n\n\n<p>The GSMA Intelligence report outlines how the transition to a dual network model can attract greater investment and improve service quality, making 5G more accessible. Malaysia has already secured significant global investment, including Microsoft\u2019s $2.2 billion and Google\u2019s $2 billion commitments to AI and cloud infrastructure. Recent partnerships, such as the Maxis-Malaysia Retail Chain Association (MRCA) initiative for digital retail solutions, U Mobile\u2019s collaboration with Berjaya Rail for smart transportation, and the Maxis-Huawei Joint Innovation Centre for 5G-Advanced solutions, showcase growing enterprise adoption.<\/p>\n\n\n\n<p>Malaysia continues to strengthen its position as a regional digital economy leader through initiatives such as the Malaysia Digital Economy Blueprint, the National Fourth Industrial Revolution (4IR) Policy, and the establishment of the National AI Office. Ranked among Asia-Pacific\u2019s top eight digital nations, Malaysia scored 54\/100 in the GSMA Digital Nations Index. Infrastructure and innovation remain key areas for growth, requiring sustained investment and targeted policy support.<\/p>\n\n\n\n<p>As investment shifts from traditional manufacturing to fintech, mobile, and cloud-based solutions, the GSMA\u2019s 5G Open Gateway API initiative will further drive innovation in fintech, e-commerce, and cybersecurity, while also delivering efficiencies in connected manufacturing. The report also identifies the importance of regulatory clarity on spectrum rights and market operations to ensure fair competition and long-term growth.<\/p>\n\n\n\n<p><strong>Regional Leadership in Focus<\/strong><\/p>\n\n\n\n<p>As Chair of ASEAN in 2025, Malaysia has the opportunity to shape the region\u2019s digital future, driving cross-bored 5G collaboration and strengthening Southeast Asia\u2019s role in the global tech ecosystem. In line with this vision, the GSMA will bring its flagship Digital Nations ASEAN event to Malaysia in October, convening regional leaders, policymakers, and industry pioneers to accelerate digital transformation and drive ASEAN\u2019s connected future.<\/p>\n\n\n\n<p>With a clear vision and regulatory support, Malaysia can maximise its 5G potential.
