A cornerstone of this journey is the company\u2019s adoption of the Retail Aggregation Program (RAP) initiated by the Philippine Energy Regulatory Commission (ERC), which has enabled the company to drastically expand its use of renewable energy to cover cell sites and other low energy-utilising sites.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Through RAP, the company aims to source RE for over 3,000 cell sites and facilities no later than 2028. The RAP allows multiple electricity accounts to be combined for competitive retail power sourcing. This framework enabled Globe to shift its lower energy-utilising sites to source electricity from RE supplied through the grid using Power Purchase Agreements (PPAs) established directly with retail electricity suppliers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Globe became the first telecommunications company in the Philippines to have taken advantage of RAP and pooled demand from multiple cell sites into retail aggregated groups (RAGs) and shifted these sites to renewable energy use. Previously, individual cell sites were not eligible for clean energy sourcing due to the low energy demand profile of these sites, which individually were not able to meet the required threshold of 100 kW average monthly electricity consumption for facilities under the Green Energy Option Program (GEOP).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">By implementing RAP, Globe has realised significant business, as well as environmental benefits, primarily by lowering its Scope 2 greenhouse gas (GHG) emissions. Other benefits realised include, reducing the costs of electricity relative to market rates, strengthening operational resilience through fixed-price contracts, and lowering exposure to imported fossil fuel price fluctuations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">During the pilot phase conducted in the second quarter of 2025, over 50 sites in Greater Manila and Region 4-A, and 20 sites in Central Luzon Region, were upgraded to smart meters, to enable sourcing through RAP. By the end of 2025, 134 cell sites had been shifted to RE under RAP nationwide, with two of these sites combining RE sourcing from RAP and electricity use from on-site solar installations. These have significantly contributed to the milestone of the company reaching 34% total electricity consumption from RE sources.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Scaling renewables through RAP required close collaboration between partners in both the private and public sector.
