Hailed as the centre of the policy debate at\u00a0MWC Barcelona, the GSMA Ministerial Programme<\/a> is attended by ministers, telecom regulators, data protection authorities, industry CEOs, and senior representatives of international organisations. From March 3-5, they will convene to share knowledge and spark debate shaping the future of digital policy.<\/p>\n\n\n\n

On the Ministerial Stage, keynotes and panel discussions will address today\u2019s most pressing digital policy topics, including responsible AI, energy efficiency, spectrum access, investment in digital infrastructure, mitigating fraud and expanding digital inclusion.<\/p>\n\n\n\n

The intimate Focus Stage will feature interactive sessions with subject matter experts on issues such as digital use by young people, the gender gap, and mobile money.<\/p>\n\n\n\n

The programme will introduce a new set of themes over three days, and this blog provides a sneak peek at what to expect.<\/p>\n\n\n\n

Day 1: Building trust in the digital age<\/strong><\/p>\n\n\n\n

Digital governance is at the forefront of policy discussions as governments and industry stakeholders strive to create a secure, inclusive, and fair digital economy. The first day of the Ministerial Programme will focus on the importance of harmonised governance frameworks in areas such as cybersecurity, data privacy, and AI. Establishing global cooperation in these domains is critical yet complex, requiring transparent, accountable, and collaborative policymaking.<\/p>\n\n\n\n

As AI adoption accelerates, regulatory frameworks must ensure its ethical deployment while maintaining user trust. The digital divide remains a significant challenge, with 3.4 billion people still offline despite network availability. Experts will discuss strategies to accelerate 5G adoption and address deployment barriers to ensure its benefits reach all sectors and regions.<\/p>\n\n\n\n

Regulatory alignment is crucial to ensure a cohesive and attractive investment environment as the boundaries between telecoms, digital platforms, and non-terrestrial networks blur. Policymakers will analyse how evolving governance structures can promote fair competition and long-term industry growth. Additionally, as Big Tech and telecom players deepen their collaboration in areas like cloud computing and satellite connectivity, the signature \u201cAsk the Regulator\u201d session will examine the evolving role of regulators in addressing market complexities.<\/p>\n\n\n\n

Another major focus will be spectrum management, a critical enabler of future connectivity. As global spectrum demand rises, balancing current and future needs remains challenging. Stakeholders will discuss allocation strategies and sustainable policies to optimise spectrum use and support next-generation connectivity.<\/p>\n\n\n\n

Day 3: Pioneering innovation for a sustainable future<\/strong><\/p>\n\n\n\n

The final day will spotlight technology\u2019s role in tackling global challenges, from climate action to humanitarian connectivity. AI is emerging as a powerful tool to drive sustainability, enabling energy efficiency, resiliency, and predictive capabilities. However, the growing energy demands of AI and data-intensive applications require urgent action to make AI adoption greener. This session will highlight the need for public-private collaboration to align AI innovation with climate targets.<\/p>\n\n\n\n

Another critical theme is connectivity in humanitarian crises. With over 20 million displaced people worldwide, ensuring affordable and accessible digital connectivity in refugee-hosting areas is imperative. The Ministerial Programme will examine how technological advancements, such as aerial connectivity, can help bridge coverage gaps alongside the essential role of cross-sector cooperation between MNOs, humanitarian actors, and policymakers.<\/p>\n\n\n\n

The closing session will take a forward-looking perspective on emerging technologies. Industry leaders and policymakers will explore next-generation innovations reshaping the connectivity landscape and discuss how today\u2019s regulatory decisions can foster the development and implementation of these groundbreaking technologies.<\/p>\n\n\n\n
