Person-to-government (P2G) payment digitisation: Lessons from Kenya

This report looks deep into how mobile money has shaped the Kenyan P2G payments journey, based on research conducted by the Bankable Frontiers Associates (BFA), including demand- and supply-side studies of the Kenyan government digital payments landscape.

The paper considers Kenya’s journey in digitising P2G payments and the role of mobile money. Section 1, looks at the different models for P2G payments that have flourished in Kenya. Section 2, explores the perspective of users of P2G services by highlighting findings from our demand side research. Finally, Section 3 considers recommendations for both government and mobile money industry players.

Insights compiled in this report on the implementation of P2G services may be useful for mobile money providers and governments in others markets globally. We hope that the findings and key learnings will spur dialogue between governments, policy makers and mobile money providers in various markets to consider potential approaches to P2G digitisation. Read more
