ASIAN DEVELOPMENT BANK AND THE GSMA SIGN COOPERATION AGREEMENT TO DRIVE DIGITAL DEVELOPMENT ACROSS ASIA-PACIFIC

Multi-year arrangement will promote innovative use of mobile technologies to narrow the digital divide.

14th July 2025, Manila/London: The GSMA, which represents mobile operators worldwide, and the Asian Development Bank (ADB) have signed a Cooperation Agreement to advance digital transformation and mobile connectivity across Asia and the Pacific, marking a major increase in focus on the power of mobile to drive inclusive and sustainable development in the region.

The strategic agreement aims to leverage mobile technology to bridge digital divides, foster economic growth, and boost climate resilience in ADB’s developing member countries (DMCs). Through this multi-year collaboration, the GSMA and ADB will focus on knowledge sharing, policy reform, public-private partnerships, and capacity building – mobilising the full potential of the sector to address regional development challenges.

The initiative is aligned with ADB’s Strategy 2030 objective to promote innovative technology and integrated solutions, particularly in sectors such as health, education, finance, and disaster resilience. Under the arrangement, the GSMA will also contribute to the ADB’s advisory panel on digital transformation, to guide mobile sector strategies and regional priorities.

The cooperation will be implemented through a joint work program running from 2025 to 2027, which includes research, targeted events, policy dialogues with governments and regulators, and support for the development of mobile-based solutions for sectors including agriculture, health, and climate adaptation.

The partnership underscores the shared commitment of both organisations to advancing digital inclusion and sustainable growth, recognising the critical role of mobile connectivity in enabling long-term development outcomes.
