April 15, 2025, Hanoi: Vietnam’s leading mobile network operators – Mobifone, Viettel and VNPT – today joined a Memorandum of Understanding (MoU), aimed at combatting online fraud, enhancing identity verification, and fostering a more secure and innovative digital ecosystem in Vietnam, through the GSMA Open Gateway initiative.
Announced at the GSMA Digital Summit Hanoi, Vietnamese mobile operators have agreed to work together to contribute to the creation of a standardised platform that enhances interoperability and drives digital transformation, through the GSMA Open Gateway initiative using CAMARA APIs (Application Programming Interfaces). With more than 280 mobile networks representing 80% of the world’s mobile connections taking part, the initiative is helping create a seamless ecosystem that connects developers, system integrators, and global network operators to deliver new value to both end customers and the businesses providing these services.
By transforming the Vietnamese telecom networks into developer-ready platforms, the collaboration will support fintech, e-commerce, and digital services through innovative solutions. By federating these APIs across operators, businesses can deploy solutions more quickly and scale them across multiple networks, ensuring consistency and reach. This also opens the doors for countries to interwork with other global network operators.
The Vietnamese operators will work with the GSMA to focus on developing and implementing APIs that address critical functions such as authentication, fraud prevention, location services, device verification, and payments.
However, according to new research by ThinkHowe, commissioned by the GSMA Vietnamese consumers are increasingly wary of financial fraud, with over 89% expressing concerns about account hacking and data breaches.

The MoU signing ceremony took place during the ASEAN Fintech Forum, hosted at the Digital Summit Hanoi. Established in 2024, the ASEAN Fintech Forum is a key event focusing on advancing the API Economy and exploring how APIs can transform financial services and enhance digital commerce across the Asia-Pacific region.
