Digital Pakistan 2030: Securing Investment, Trust and Inclusive Growth in a Fragmented Digital World

Synopsis

The GSMA Digital Nation Pakistan – Ministerial Roundtable will convene senior government leaders, regulators, provincial leadership, development finance institutions, mobile operators, and ecosystem stakeholders to align on priority actions to strengthen Pakistan’s digital competitiveness and investment agenda.

Building on the momentum generated through previous editions of the Digital Nation Summit Islamabad, the 2026 roundtable comes at a pivotal moment for Pakistan’s digital economy. While Pakistan has made important progress in expanding digital connectivity and strengthening the foundations of its digital economy, significant structural challenges continue to constrain investment, digital adoption and long-term competitiveness. Fiscal pressures, affordability challenges, uneven digital development across provinces, policy uncertainty and growing global demands for trusted, AI-ready digital infrastructure present a critical opportunity to rethink how government, industry and development partners work together to accelerate sustainable digital transformation.

The roundtable will focus on securing agreement on a limited number of priority actions to strengthen Pakistan’s digital competitiveness, improve investment certainty, build trusted digital ecosystems, accelerate infrastructure deployment, and establish mechanisms for implementation and progress tracking. This creates a timely opportunity for government, industry, and development partners to align on a focused set of practical actions required to sustain momentum toward an inclusive and investment-ready Digital Pakistan. A key objective is to establish a structured government-industry coordination mechanism to monitor progress against agreed priorities following the roundtable.

The roundtable will bring together leadership from the Ministry of IT & Telecommunication, Ministry of Finance, Ministry of Planning and Special Initiatives, Pakistan Telecommunication Authority (PTA), provincial governments, international development and financing partners including the IMF, Islamic Development Bank, UN agencies, mobile network operators, fintech leaders, and technology ecosystem stakeholders.

Unlike previous editions focused primarily on digital sector stakeholders, the roundtable is designed to engage economic, planning, investment and provincial leadership to position trusted digital transformation as a national competitiveness and economic growth priority.

The roundtable seeks to agree:

• 3–5 priority policy and investment reforms to strengthen Pakistan’s digital competitiveness.
• Lead ministries and partner organisations responsible for taking forward agreed actions.
• Priority opportunities for collaboration between government, industry and development partners.
• A post-roundtable implementation and monitoring mechanism to track progress.
