As Manager, EU Affairs, Dominic works on European digital policy, focusing on artificial intelligence, online safety and the protection of vulnerable people, consumer and content policy, and cybersecurity.

Before joining GSMA, Dominic was a Senior Policy Consultant focussing on EU digital policy and emerging technologies, including Non-Terrestrial Networks (NTNs), quantum and post-quantum cryptography, and intelligent transport systems. In this role, he supported the secretariat of the 5G Automotive Association (5GAA), leading work in the Security & Privacy and EU Policy Working Groups.

Based in Brussels since 2019, Dominic previously gained experience at Europol and the Netherlands Institute of International Relations Clingendael (The Clingendael Institute), as well as in financial crime prevention, the European Parliament, and local and national politics in the UK. His interests include European security and defence, cybersecurity and digital policy, and space and emerging technologies.

Dominic holds a Bachelor of Arts (Combined Honours) in Politics and International Studies from the University of Exeter (UK), a Master of Science in International Relations and Diplomacy from Leiden University (NL), and a Master of Arts in Intelligence and International Security from King’s College London (UK).
