Hong Kong SAR has become the first in the world to conduct a spectrum auction for the 6 GHz band for mobile services. On 29 November, the Office of the Communications Authority (OFCA) announced the successful completion of the spectrum auction of the upper part of the 6 GHz band.
This auction, which commenced on 25 November, saw three mobile network operators (MNOs), each securing 100 MHz of this important spectrum, generating a total of HK$630 million in spectrum utilisation fees (SUFs). The frequency blocks have a 15-year licence period, starting on 31 March 2025.

This band, the largest remaining single block of mid-band spectrum for mobile services, supports greater capacity for mobile technologies such as 5G-Advanced and future 6G. 6 GHz will provide additional capacity on existing 5G grids in Hong Kong and help provide sustainable development of the digital economy with the introduction of new use cases and enhanced digital connectivity.
Robust consultation and engagements between OFCA and the MNOs in this process ensured an auction outcome for the benefit of the industry and consumers in Hong Kong. Despite the nascent 6 GHz ecosystem, the auction results mark one of the fastest developments of the IMT ecosystem for a brand new spectrum band and show MNOs’ confidence in the importance of 6 GHz for future mobile services.
As part of the auction, a new tax law allowed MNOs to benefit from full tax deductions for spectrum fees payable on the acquired spectrum. This financial relief is expected to encourage further investment in the sector.
This auction marks a significant milestone in Hong Kong’s journey towards becoming a leader in digital economy, paving the way for enhanced connectivity and innovation in the digital age.
