The company

RAAGSAN is a female-led social enterprise that works in fragile and conflict-affected countries to develop and strengthen policies and systems that enhance public service delivery.

The problem

There are recurrent natural disasters, such as floods and droughts, that plague communities in the Beledweyne District, Somalia, threatening their lives and livelihoods. The absence of effective public warnings, alerts and guidance on disasters, mechanisms to engage with the public and inadequate hydrological data all hinder residents from being notified about the risks and how to respond.

GSMA Project

In February 2025, Raagsan received a GSMA grant to empower Beledweyne communities with tailored, near real-time water and climate-risk information through an innovative mobile citizen engagement platform, the Daadihiye Citizen Engagement Platform.

Raagsan will train primary data providers and guide government leaders in digitalising their manual river and rainfall measurements through SMS/WhatsApp. The data collected will be integrated with existing hydrometeorological data from NASA’s surface water and ocean topography (SWOT) data. Warnings and guidance will be relayed to communities using the Daadihiye platforms (SMS, radio and community workshops).

The service is for communities in Beledweyne and is dedicated to empowering and equipping communities with near real-time flood and drought data by leveraging mobile technology and radio channels. The platform is designed for accessibility in local languages and accommodates users with low literacy. Through this engagement, we are aiming to build a sustainable model to ensure long-term availability of the service and scalability to wider communities.”
