Advancing digital skills for greater digital inclusion in low- and middle-income countries

This policy brief explores the role of mobile digital skills in expanding digital inclusion within low- and middle-income countries (LMICs) and provides policymakers with recommendations to address the digital skills barrier. In addition to policy recommendations, it also includes insights on lessons learned from industry-led digital skills initiatives, as well as an overview of relevant GSMA tools that can help with implementing and scaling digital skills projects. 

Recognising that the path to digital skills acquisition is not linear, the brief underscores the importance of acknowledging the varied learning preferences and motivations of individuals. It also highlights the importance of reaching underserved population groups including women, people who live in rural areas, are poorer, are older and persons with disabilities who are more likely to report literacy and digital skills as a barrier to mobile internet adoption. The brief also features learning on digital skills training materials and delivery channels.  The GSMA is dedicated to working closely with mobile operators, governments, international partners and others to advance evidence-based digital skills policies and projects.
