The Climate Action Evidence Gap Map Report explores how mobile and digital technologies are being used to support climate mitigation, adaptation and resilience in low- and middle-income countries, with a focus on Sub-Saharan Africa and South Asia. Developed by the GSMA Mobile for Development team, the report provides a comprehensive overview of the current evidence base, bringing together insights from more than 140 empirical studies to better understand where digital tools are driving impact and where significant gaps remain.


As climate risks intensify, digital connectivity is increasingly recognised as a critical enabler of climate action, supporting access to information, services and financial tools that can help individuals and communities anticipate, adapt to and respond to climate-related shocks. The report finds that the strongest evidence relates to the role of mobile and digital technologies in improving access to information, which in turn strengthens adaptive capacity at the household level. However, there is more limited evidence of broader or transformational outcomes that address systemic climate vulnerabilities or support long-term resilience.

By mapping both the strengths and limitations of the existing evidence, the report highlights key gaps across areas such as gender inclusion, the use of emerging technologies and the integration of digital tools within wider climate strategies. These insights provide a valuable foundation for policymakers, practitioners and industry stakeholders seeking to design more effective, inclusive and scalable digital climate solutions. Ultimately, the report aims to guide future research, investment and collaboration, ensuring that the full potential of mobile and digital technologies can be harnessed to support meaningful and lasting climate impact.
