Mobile Identity Programme Focus Areas
The programme will focus on the following four categories of use cases (where mobile identity is believed to represent the greatest opportunities):
Federated ID
Consumers use their mobile phone number to log into healthcare/finance/retail systems and conduct transactions using their existing credentials held by the MNO to Single Sign On / Connect to any relying party website, while maintaining the privacy of the profile generated. MNO becomes ID custodian: certifies users’ details to SPs as an out-sourced managed service or set of APIs.
Identity Brokerage
Essentially the mirror image of federated identity: information is shared with the operator (assuming customer consent) thereby enriching operator’s existing databases. This includes Single Sign-on solutions and identity network API’s. Subscriber data is sold to third parties so that they, in turn, can verify & build customer profiles without investment in new data architecture, and also refine their product and service offerings.
Mobile Digital Signature
Consumers bring identity documents to their operator store, to be forwarded to a certifying authority (CA). CA verifies the user’s identity and issues a legally binding digital certificate (to the user’s mobile phone) and a PIN. When a user requests a service from a service provider, the latter checks the user’s identity with the CA through a secure PIN verification.
Second Factor Authentication
Use of mobile as a second factor overlay for more secure access to content (online and remote), location, services, etc., and to boost security of online transactions. Focus is on leveraging the SIM card to replace smartcard or hardware based authentication tokens. Scope includes the use of NFC / biometrics and location analytics as a second (or third) factor.
In addition to the four categories described above, the programme will continue to explore and monitor other use cases where mobile identity plays a role in enabling services:
Mobile Identity Innovations
This solution set covers a broad range of core and adjacent mobile identity services, either being rolled out or piloted by our members, that the programme has identified as worthy of further analysis and support including:
- Life Event Registration – Operator plays a part in registering a birth
- Near Field Communications (NFC) Access – An authenticated identity component is required for NFC access
- Verified Subscriber – An increasing number of operators are verifying their subscriber data in real-time, against a government citizen database
- Secure Cloud – Operators and other players are providing secure digital lockers including those for registered documents and government correspondence
- Loyalty – Loyalty programmes are one element of rich profile building that Mobile Identity can unlock
