Claro, Personal and Tigo present SIM Swap, a tool that will enable developers to create more secure applications for mobile users.
21 October 2025, Asunción – Paraguay joins the global momentum of GSMA Open Gateway, the mobile industry initiative transforming the way digital services and solutions are created. At an event hosted by the GSMA, the global association leading the project, mobile operators Claro, Personal and Tigo announced the launch of SIM Swap, the first solution developed under the initiative for the Paraguayan market. Executives from the organisations explained how this tool will foster strategic business partnerships and enable the development of more secure applications for customers in sectors such as banking, insurance, and fintech.
GSMA Open Gateway is a standard through which mobile operators provide developers access to a range of network functions used to create applications and services. By bringing together operators from around the world, the initiative facilitates the design of digital products that can function seamlessly across all devices, regardless of country or operator. This is achieved through unique access points, known as Application Programming Interfaces (APIs), which serve as gateways to information about network capabilities. These APIs are available through the CAMARA repository, an open-source project led by GSMA and the Linux Foundation.
SIM Swap, the first API developed in Paraguay under the GSMA Open Gateway framework, enables real-time detection of SIM card changes associated with a mobile number. For instance, if a bank integrates this API into its applications, it can verify whether a user attempting to make a transfer has recently changed their SIM card. This may indicate a potential fraud attempt, allowing the bank to take additional security measures.

Specifically, with the solution we are presenting today in Paraguay, we are part of the first Open Gateway applications that not only aim to strengthen the digital landscape through innovation but are also designed to prevent digital fraud and scams. Since its launch at MWC Barcelona 2023, 79 mobile operator groups, representing over 80% of mobile connections globally, now participate in the initiative alongside many of the world’s leading technology companies. In Latin America, Argentina, Brazil, Chile, Ecuador, Mexico and Peru have already introduced their first portfolio of APIs.
