Uruguayan mobile operators introduce two digital solutions to combat online fraud as part of GSMA Open Gateway

Antel and Claro join the GSMA’s global initiative with identity verification tools that enable the development of more secure applications for users.

23 June 2026, London: Uruguay joins GSMA Open Gateway, the global initiative that brings together the mobile industry to accelerate the creation of digital applications and services. Operators Antel and Claro presented their first two solutions developed under the framework: SIM Swap and Number Verification.

GSMA Open Gateway is a standard through which mobile operators provide developers access to a range of network functions used to create applications and services. By bringing together operators from around the world, the initiative facilitates the design of digital products that can function seamlessly across all devices, regardless of country or operator. This is achieved through unique access points, known as Application Programming Interfaces (APIs), which serve as gateways to information about network capabilities. These APIs are available through the CAMARA repository, an open-source project led by GSMA and the Linux Foundation.

In line with the global trend, the first two APIs developed in Uruguay focus on digital security. The SIM Swap API makes it possible to detect recent changes to the SIM card associated with a mobile number, while Number Verification confirms that a phone number is effectively linked to the device from which the connection is made. By revealing key information in real time, without the need for additional steps such as SMS, these APIs help detect and prevent fraud in financial transactions. As a result, banks, fintechs and insurance companies are among the first potential customers for this new line of business for telecom operators.

At Antel, we are committed to keeping Uruguay at the forefront of global technological innovation. Through the launch and leadership of GSMA Open Gateway, we are transforming our infrastructure into an open and secure platform that will accelerate digital innovation. We are building capabilities within our networks to enable local developments to reach the world, fostering a trusted environment that powers the economy of the future,” said Juan Pablo Pignataro, Manager of the Enterprise Digital Development Division, Antel.

“At Claro Uruguay, we are committed to advancing the GSMA Open Gateway global initiative. Across the region, our group has already worked on several collaborative applications, giving us valuable experience in this field. In particular, the solutions we are introducing in Uruguay are among the first Open Gateway applications designed not only to strengthen the digital ecosystem through innovation, but also to help prevent digital fraud and scams—two issues that have become increasingly important on the global agenda. The SIM Swap and Number Verification APIs are focused on data security and the protection of our users, helping to create a safer, more agile and more trusted environment,” stated Marcia Rasner, Marketing Manager, Claro Uruguay.

GSMA Open Gateway transforms mobile networks into open platforms that drive digital innovation. It enables developers to create new services more quickly and efficiently, allows operators to unlock new business opportunities, and helps users enjoy simpler, safer and more seamless experiences on their devices,” highlighted Alejandro Adamowicz, Director of Technology and Strategy, Latin America and the Caribbean, GSMA.

Since its launch at MWC Barcelona 2023, more than 85 operator groups, representing over 80% of mobile connections worldwide, have already joined GSMA Open Gateway, alongside the world’s leading technology companies. In Latin America, Argentina, Brazil, Chile, Colombia, Ecuador, Mexico, Paraguay and Peru have already introduced their first APIs.
