This report, part of the series The Impact of Spectrum Prices in Latin America, reveals that spectrum in Mexico is among the most expensive in the region. The annual cost as a percentage of operators’ recurring revenues (CPRR) is double the Latin American median and could potentially triple it. The main factor driving up the cost is the increase in annual fees set by the Federal Rights Law. While annual fees represent an average of 20% of the total spectrum cost at the regional level, in Mexico, this figure reaches 85%.
