Spectrum for Digitalisation Public Policy Paper

In this paper, we examine the specific spectrum mechanisms required to deliver tailored local connectivity. These mechanisms are consistent, regardless of whether the network ultimately serves an enterprise, a government initiative, a campus, or a local telecoms provider. However, the type of spectrum access used to enable connectivity is distinct from the purpose or user of the network itself.

The digitalisation of industry and society is a priority for every country. It is a tool for both governments as they pursue economic growth and public sector efficiency, and for enterprises seeking to enhance productivity and streamline their operations. As 5G continues to mature, spectrum policy is also evolving to support digitalisation better.

To support governments and enterprises in their efforts to bolster and use mobile connectivity for digitisation, the paper presents several use cases and seven policy positions.
