At Mobile World Congress 2026, GSMA Member SC.Soft and Axon Wireless announced a strategic alliance aimed at supporting telecommunications authorities in building national-scale identity and device compliance infrastructure.

As digital economies expand and mobile connectivity becomes the primary gateway to financial services, government services, and digital identity ecosystems, the integrity of telecommunications infrastructure is becoming a matter of national importance.

Across many markets, regulators are strengthening SIM registration rules, device authentication policies, and identity verification requirements. Yet in practice, subscriber identity verification and mobile device identity governance often operate as separate systems across multiple operators.

This fragmentation can create regulatory blind spots, enforcement challenges, and increased exposure to fraud, identity abuse, and illicit device circulation.

SC.Soft and Axon Wireless are working together to address this structural gap.

A Unified Compliance Architecture

The partnership combines SC.Soft’s expertise in Central Equipment Identity Register (CEIR) and IMEI registration platforms with Axon Wireless’s large-scale subscriber verification and identity management technologies.

Together, the companies are developing an integrated compliance architecture designed to operate at regulator level and coordinate identity governance across multiple mobile network operators.

  • Establish verifiable linkage between validated subscriber identities and authenticated mobile devices
  • Process and reconcile hundreds of millions of device and subscriber records at national scale
  • Enable controlled validation against authorized national identity data sources
  • Provide structured audit logs to support lawful oversight
  • Deliver regulator-level visibility across multiple mobile operators

Rather than operating as isolated compliance programs, device identity and subscriber identity management become components of a unified national compliance framework.

From Regulatory Compliance to Digital Trust Infrastructure

In many jurisdictions today, SIM registration and device control systems operate independently.

The model proposed by SC.Soft and Axon Wireless brings these domains together under a single regulatory architecture.

By combining secure device identity governance with trusted identity verification mechanisms, telecommunications authorities can strengthen enforcement capabilities while improving the integrity of mobile ecosystems.

  • Reduction of SIM-swap fraud and identity abuse
  • Detection and control of counterfeit and stolen mobile devices
  • Improved support for lawful investigations
  • Stronger protection of citizens against identity exploitation
  • Enhanced regulatory visibility across multi-operator environments

As mobile networks increasingly support financial services, mobile money, digital identity programs, and government services, telecom compliance systems are evolving into foundational national infrastructure.

Enabling a Trusted Digital Ecosystem

Beyond core regulatory enforcement, the platform enables trusted identity services that can support broader digital ecosystems, including:

  • Real-time SIM card and mobile device ownership verification
  • SIM-swap monitoring and risk protection
  • Identity re-verification services
  • Secure identity validation APIs for banks and fintech institutions
  • Advanced compliance analytics and anomaly detection

By enabling trusted identity services across sectors, telecommunications authorities can transform compliance frameworks into enablers of secure digital economies.

Leadership Perspective

“This alliance reflects a shift from compliance as a checklist to compliance as national infrastructure,” said Justin Lipshitz, CEO of Axon Wireless. “Modern digital economies require scalable identity frameworks capable of processing massive volumes of subscriber and device data with transparency, integrity, and resilience.”

Evgeny Zababurin, Head of Strategic Projects and Global Alliances at SC.Soft, added: “Telecommunications authorities are increasingly responsible for safeguarding both subscriber identity and mobile device ecosystems. By integrating secure device identity governance with trusted subscriber validation mechanisms, regulators can strengthen oversight, protect citizens, and build more resilient digital infrastructure.”
