Climate Tech in Timor-Leste: Strengthening climate adaptation and resilience

Timor-Leste, a small island nation of 1.4 million people, remains highly vulnerable to the impacts of climate change. Climate technology (climate tech) offers a vital opportunity to strengthen climate adaptation and resilience, yet its potential in Timor-Leste remains largely untapped. 

To date, Timor-Leste has relied on microwave radio and satellite connectivity, limiting the pace of digitalisation. However, two submarine cable projects are underway, and are expected to significantly improve opportunities for development through digital technologies. The country also has an enabling policy environment and several promising digital initiatives focussed on climate adaptation and resilience. Despite this, progress has been uneven, and geographic and systemic barriers continue to constrain broader uptake across the country. 

This report explores how climate tech can support climate adaptation and resilience in Timor-Leste in three domains, natural hazards and extreme weather events, agriculture and food security, and public health. It highlights relevant use cases from comparable contexts and offers actionable recommendations for stakeholders—including government, the private sector, NGOs, and development partners—to help Timor-Leste better withstand the impacts of climate change in these areas.
