Around the world, governments are seeking to translate digital connectivity into sustained investment, innovation and inclusive economic growth. This requires not only stronger networks, but also trusted digital infrastructure, greater digital participation and coordinated implementation. Pakistan approaches the years ahead from a position of growing momentum.

Over the past year, important reforms in spectrum policy, measurable progress in women’s digital inclusion and stronger digital governance have strengthened the foundations of Pakistan’s digital economy. Digital technologies are also increasingly recognised as drivers of national productivity and competitiveness.

Pakistan has therefore built stronger foundations for continued digital transformation. The opportunity now is to convert this momentum into sustained investment, trusted digital infrastructure, meaningful digital inclusion and long-term economic growth. Doing so will require investment certainty, stronger digital trust, future-ready infrastructure and coordinated action across government, industry and development partners.

This report highlights Pakistan’s recent progress, sets out what success could look like by 2030 and identifies five priorities that can help transform today’s momentum into measurable outcomes and long-term economic growth.
