21 August 2026 | Cholpon-Ata, Kyrgyzstan
The GSMA participated in a series of meetings of the Regional Commonwealth in the Field of Communications (RCC) in Cholpon-Ata, Kyrgyzstan, contributing the mobile industry perspective to discussions on Direct-to-Device (D2D) connectivity, preparations for WRC-27 and priorities for the ITU Plenipotentiary Conference 2026 (PP-26).
Direct-to-Device connectivity
During a panel discussion, Konstantin Savin, Technology Lead, GSMA Eurasia, presented the GSMA perspective on D2D connectivity and the evolving relationship between mobile and satellite networks.
The presentation highlighted the potential of D2D to support rural connectivity, extend coverage and strengthen network resilience, alongside key challenges including capacity constraints, indoor coverage and handset availability. GSMA emphasised the importance of enabling D2D while ensuring coexistence with and protection of terrestrial mobile networks.
Bringing the mobile industry voice to WRC-27
GSMA also contributed to the RCC Working Group preparing regional positions for the ITU World Radiocommunication Conference 2027 (WRC-27), presenting mobile industry views on Agenda Items 1.7, 1.10, 1.12, 1.13 and 1.14.
The contributions addressed key spectrum priorities for the mobile industry, including additional harmonised spectrum for the future evolution of IMT, protection of spectrum used for mobile backhaul, and regulatory conditions for the coexistence of terrestrial mobile and satellite services.
Bridging the digital divide
During the 59th meeting of the RCC Working Group on ITU Relations, GSMA presented a proposal to revise ITU Plenipotentiary Resolution 139 on bridging the digital divide.
The proposal highlights the need to address both the coverage gap and the usage gap, including barriers such as affordability of devices and services, digital skills, relevant content, and online safety and security.
GSMA will continue working with RCC administrations and industry stakeholders to support policies that enable investment, innovation and digital inclusion across Eurasia.
