Over the last four years, Costa Rica has achieved sustained growth in 4G coverage, reaching 98% of the population in 2025. Public-private collaboration has enabled progress on several of the points outlined in the document presented by the GSMA during the previous presidential elections in 2022. However, challenges remain, including closing the usage gap: people who are covered by services but, due to various barriers, still do not use them.
To effectively expand connectivity across the entire country, it is essential to have modern, robust, and accessible telecommunications networks for the entire population. To this end, it is key for authorities to recognize the telecommunications sector as a provider of essential services and to design policies that offer legal certainty and a favorable environment for investment.
