The GSMA Industry Services team is powering interoperability testing and Network Settings Exchange initiatives to ensure seamless global VoLTE rollout for Samsung
April 30th, 2025, London – The GSMA today announced a new partnership with Samsung Electronics, the global mobile industry association, to improve voice call quality and connectivity over 4G and 5G networks by enabling VoLTE (Voice over LTE) by default on devices running Android 15 or later.
This initiative supports a seamless global VoLTE rollout, ensuring that all core telephony services such as emergency calling and roaming remain functional as global mobile operators phase out 2G and 3G networks for higher quality 4G and 5G services.
Working in alignment with the GSMA’s Network Settings Exchange (NSX) and Interoperability Testing services, Samsung is helping to enable consistent and reliable voice services across a wide range of operators and regions by default. All Samsung devices using Android 15 or above, including the recently launched Galaxy S25 series, are being equipped to access high-quality VoLTE where supported, using operator-defined IMS settings via NSX or defaulting to GSMA Profile #4 when necessary.
The GSMA NSX is a centralised platform designed to streamline and standardise the distribution of mobile network settings from operators to device manufacturers (OEMs) globally. It allows mobile network operators (MNOs), and mobile virtual network operators (MVNOs), to upload, manage, and distribute their latest network settings. Through GSMA NSX, operators can share IMS-specific settings with device manufacturers to ensure seamless service functionality and interoperability. Device manufacturers can also pre-configure devices as per the shared network settings of each operator on the hub.
GSMA’s Interoperability Testing service further supports this work by providing a suite of validation tools that confirm operator-device compatibility for VoLTE prior to commercial deployment. Given the scale of testing required to enable VoLTE on Samsung devices worldwide, in addition to turning VoLTE on by default, Samsung has also aligned its testing regimen with GSMA-standard VoLTE testing procedures.
Together, the GSMA and Samsung will help operators assess VoLTE readiness through standard tests, underlining the importance of industry-wide collaboration. The GSMA is also providing Interoperability Testing services to help operators with VoLTE pre-launch testing in collaboration with Samsung.
Justin Jun, Head of Quality, Head of Group UK at Samsung Electronics, said: “Our collaboration with GSMA has strengthened Samsung’s VoLTE compatibility, enabling more stable and seamless voice services across networks and regions. We’re excited to keep advancing connectivity so users can count on an exceptional mobile experience, wherever life takes them.”
Sianne Ryder, General Manager, Services at the GSMA said, “The GSMA welcomes Samsung’s pioneering efforts in enhancing call services. We have invested significant effort into preparing the industry for VoLTE readiness, so this collaboration with Samsung is a significant step forward. As more and more countries phase out 2G and 3G networks to repurpose spectrum for 5G, it is essential to ensure that voice services continue to function seamlessly. We look forward to more manufacturers following Samsung’s lead in enabling VoLTE connectivity across networks. By doing this we can significantly improve global connectivity and user experience, ensuring users can benefit from seamless and high-quality voice services, regardless of their network environment.”
