China Mobile is dedicated to becoming a leading force behind China’s leapfrog development of science and technology, making active contributions to the building of “Digital China”. The release of the C² China Mobile Carbon Peak and Carbon Neutrality Action Plan White Paper in 2024 outlined the Company’s commitment to Energy Saving, Clean Energy, and Empowerment as core action pillars.
The company’s greenhouse gas emissions were projected to grow by more than 6% in 2024, without strong initiatives. To actively address this risk, China Mobile launched several targeted initiatives, including Green Intelligent Wireless, Green Intelligent Computility and Green Energy Use. In 2024, the Company purchased over 3.5 billion kWh of renewable electricity, equivalent to a reduction of over 1.87 million tonnes of CO2 emissions. The company’s own renewable power generation reached 290 million kWh, equivalent to a reduction of 160,000 tonnes of CO2 emissions.
One key measure to mitigate emissions has been through the development of Green Base Stations, covering:
- 1. Deployment of new energy-saving technologies: The deployment rate of 5G energy-saving technologies has exceeded 99%. China Mobile is accelerating the large-scale application of 5G extreme sleep mode and 4G deep sleep mode, while promoting service-perception based intelligent shutdown for equipment that does not support sleep modes.
- 2. Green transformation of network architecture: China Mobile is actively advancing CRAN deployment and streamlining base station upgrades. By simplifying the network, equipment and machinery rooms, the Company significantly reduced site energy consumption. In 2024, nearly 60,000 minimalist base stations were deployed.
- 3. Research on low-carbon energy technologies for communication sites: in 2024, China Mobile advanced research on low-carbon energy technologies, updating and refining standards for green and low-carbon sites. China Mobile conducted research and pilot validation of multi-energy complementary solutions and “source-grid-load-storage” integration for communication site scenarios. China Mobile also deepened research on AI-based intelligent management of site supporting facilities, developing intelligent technical solutions.
Through these interventions, China Mobile added 467,000 5G base stations while achieving a 2% reduction in overall base station energy consumption in 2024, demonstrating the ability to scale operations without increasing energy use.
With a cumulative annual investment of RMB7.87 billion in energy-saving, the growth rate of GHG emissions is being mitigated. As a result of the C2 Three Energy Action Plan, the Company achieved an 8% reduction in total GHG emissions and a 15% decrease in GHG emission intensity in 2024, compared to 2023.

中国移动——可再生能源和绿色基站升级
中国移动积极打造绿色网络,持续推进绿色基站和绿色数据中心建设,规范开展环境影响评价,实现对设施周边环境的最小化影响,开展“绿智无线”“绿智算力”专项行动,优化网络架构,合理布局基站,积极探索创新节能技术,有效提升能源利用效率,减少碳排放,优先采用高效节能设备,降低设备功耗,为构建绿色低碳网络持续努力,为社会的绿色发展发挥引领和示范作用。
绿色基站
2024 年公司将基站节能作为一项重点工作,针对基站从低碳技术研究、设备设施更新、节能技术部署、网络架构转型等方面着手采取了一系列节能减排措施,深化绿色基站建设。2024 年,公司新增 5G 基站 46.7 万个,但基站总体耗电下降 2%,实现增规模不增能耗。
设备入网方面:5G 网络建设采用低功耗新设备,严控高能耗老设备入网,新入网设备单站能耗下降 9%。
现网节能方面:依据《2024 年无线网节能技术应用指导意见》开启节能技术,优化策略与参数,加强用能分析与数智化建设,到 2024 年底已实现全网平均 4G 单站能耗降低 11%、5G 单站能耗降低 9%。
节能新技术部署方面:5G 节能技术部署比例达到 99% 以上;加速推进如 5G 极致休眠、4G 深度休眠等的规模应用,对不支持休眠的设备推进基于业务感知的智能关断。
智能化节能方面:实现 4/5G 基站 99% 接入智能节能平台,提升全网节能收益。
网络架构绿色转型方面:积极推进 CRAN 网络部署和极简基站改造,通过网络极简,设备极简,机房极简,大幅降低站点能耗,2024 年部署近 6 万极简基站。
通信站点低碳能源技术研究方面:2024 年,中国移动推进低碳能源技术研究,更新完善绿色低碳站点标准;开展通信站点场景的多能互补和“源网荷储”方案的研究和试点验证;深化基于 AI+ 站点配套设施智能化管理研究,形成智能化技术方案;更新和完善《通信站点配套节能技术应用策略》,为进一步深化绿色网络建设提供了重要技术支撑。
无线网节能新技术研究:研究 5G/4G 攒包调度、毫秒级通道静默等节能技术及现网应用策略,研究 5G-A 空 / 时 / 频 / 功率域节能技术。开展了 4/5G 节能技术多档参数配置试点,优化节能参数门限,在保证业务和网络质量的基础上,进一步扩展节能空间;研究 6G 空口节能和组网关键技术,布局 6G 无线网节能技术。
2024 年,中国移动在甘肃推进全省基站光伏 EMC 改造项目,通过合同能源管理模式,合作分成方式开展光伏改造。全省 2024 至 2025 年预估规划建设 495 个基站光伏,2024 年已建设 36 个站点,实际已接入 24 个,其中 12 个目前正在调接测试,建成规模 252 KVA ,实际发电量约 6.2 万度。
