The Philippines pioneered mobile money with Smart Money (now Maya) in 2001 and GCash in 2004, leveraging high mobile penetration, strong SMS culture, and low financial access to enable P2P transactions, airtime top-ups, and bill payments. Two decades later, these experiments have matured into leading fintechs through sound strategic decisions, appealing products, progressive regulation, and key investments—this report summarizes lessons from the GSMA Mobile Money Programme’s 2025 Manila immersive learning trip with global mobile money leaders, supplemented by desk research and interviews, examining the industry’s trajectory, innovative value propositions, regulatory landscape, digital public infrastructure, success factors, and challenges.
