Inviting Declarations of Compliance and Support for GT Leasing Code of Conduct

The GT Leasing Code of Conduct (CoC) developed by the GSMA Fraud and Security Group (FASG) was published in March 2023. GT lessors and transit carriers involved in GT leasing arrangements were initially invited to bilaterally declare compliance with the CoC to their partners. Operators and carriers that not leasing GTs were encouraged to request compliance by their suppliers and partners in relevant service, roaming and/or interconnect agreements.

The GSMA now offers a central declaration process by which eligible parties can centrally declare compliance with the CoC to the GSMA. Any GT lessor (that is a member of the GSMA) and any transit carrier (regardless of GSMA membership status) that is involved in GT leasing may become a CoC signatory by declaring compliance with the CoC.

In addition, mobile network operator members of GSMA that do not lease GTs can become CoC supporters by declaring that they do not lease GTs, except where permitted by FS.52, and that they support the CoC and its aims where applicable in their business activities. Transit carriers that do not facilitate GT leasing can also declare themselves as CoC supporters.

The names of CoC signatories and supporters will be published on the GSMA GT Leasing CoC website. By submitting declarations and adding their names to the website, companies are highlighting their commitment to transparency, traceability, and accountability in relation to interconnect signalling involving GTs.

The GSMA encourages its members to submit CoC declarations. Two declaration options exist:

  • Unverified: This is based on self-declaration by the signatory or supporter.
  • Verified: To offer more assurance, the signatory/supporter uses an independent third party to validate its declaration to the GSMA.

The GSMA does not validate declarations. To address the risk of false declarations, GSMA members (or their agents) may submit complaints against companies on the list based on traffic observed on their networks. Complaints will be handled as described in FS.59 “Global Title Leasing Code of Conduct: Central Declaration and Complaints Process” and may lead to removals from the list.
