Brazil 2030: Connectivity, Innovation and Sovereignty

In October 2026, Brazilians will go to the polls to elect the next President of the Republic, as well as governors, senators, federal deputies and state deputies.

In this context, the GSMA presents the report “Brazil 2030: Connectivity, Innovation and Sovereignty,” inviting decision-makers to reflect on the opportunities and challenges ahead for advancing digitalisation in the country.

Mobile connectivity has been consolidating in recent years as an essential national infrastructure, enabling digital public services, productivity, social inclusion and innovation. This became especially clear after the pandemic, when the national debate began to treat telecommunications as an essential service and a foundation for the continuity of economic and social activities at scale.

Brazil has surpassed the mark of 94% of the population covered by 4G networks or above, demonstrating progress in the development of mobile infrastructure. 4G networks already cover practically 100% of the urban population and, in the last year alone, rural population coverage rose from 37% to 48%. Covered agricultural areas also grew, from 19% in 2024 to 34% in 2025.

Based on this diagnosis, proposals are presented to strengthen digital infrastructure, reduce digital gaps and promote an environment favourable to investment, innovation and digital transformation in Brazil.
