Peru 2030: Policies for the Digital (R)evolution

On 7 June, Peru will elect its President for the 2026–2031 term.

Connectivity has undoubtedly become the most powerful tool for democratising access to the opportunities of the digital world. On this occasion, the GSMA, the global association representing mobile network operators, presents a series of proposals for Peru’s next administration.

As a result of decades of sustained investment in network infrastructure and in developing the skilled workforce required to support connectivity, Peru’s mobile operators have achieved 95% mobile internet coverage of the population. However, a significant usage gap remains: 39% of the population covered by the mobile network footprint does not benefit from connectivity due to a range of barriers, including device affordability, limited digital skills, the lack of relevant local content, and security concerns.

This report aims to serve as a resource for the country’s new authorities as they continue to foster an inclusive, competitive, and resilient digital ecosystem capable of addressing today’s challenges and building a more prosperous future for society.

The report presents a series of public policy and regulatory recommendations built around three key pillars:

• Strengthening the institutional and regulatory framework of the digital ecosystem.
• Enabling agile, efficient, and modern infrastructure deployment.
• Advancing digital inclusion as a driver of national development.
