Cities worldwide are placing increasing importance on building up resilience to natural disasters, such as extreme weather, flooding, heat and water stress, caused by climate change. Confronted by a natural disaster, smart cities can use sophisticated ICT infrastructure and analytical capabilities to enhance and coordinate the information flow between multiple public agencies. With the help of mobile networks, a city municipality can reach the majority of its citizens at short notice. Cities can learn from the experience of Japan, where the federal government launched an emergency warning system in February 2007, providing its municipalities with a plan and a solution to respond to natural disasters.
