Oberthur Technologies and Evolving Systems to deliver dynamic Smart HLR in Saudi Arabia

To optimize mobile operator operational efficiency and improve subscription customer experience

LEVALLOIS, France & ENGLEWOOD, Colorado, June 5th, 2012

Oberthur Technologies, a leading provider of security and identification solutions and services based on smart card technologies and Evolving Systems, Inc. (NASDAQ: EVOL), a leading provider of software solutions and services to the wireless, wireline and cable markets today announced that a leading mobile operator in Saudi Arabia has selected the Smart HLR solution of Oberthur Technologies to provide on-device activation and service personalization to its customers.

The solution streamlines SIM logistics helping mobile operators to reduce the costs related to phone number acquisition and network resource allocation by deferring the SIM card activation when it is first placed in the phone. While offering an enriched user experience for mobile broadband services – easy prepaid registration, intelligent SIM swap and locking – the Saudi Arabian mobile operator will be able to highly simplify the end-user experience by enabling language selection, number choice, tariff plans and promotions directly through the handset at the time of first use.

“In a more and more competitive environment, optimizing the process of SIM ordering, distribution and provisioning is key for mobile operators. Combining Oberthur Technologies undisputed knowledge in this field, in the delivery of value added services to mobile operators and its sales network together with Evolving Systems carrier grade Dynamic SIM AllocationTM solution has led once again to a significant commercial success”, said Thierry Siminger, Managing Director, Russia, Middle-East, Africa at Oberthur Technologies.

“We are very pleased to have been selected for this important customer project along with our partner Oberthur Technologies” said Thad Dupper, President and CEO at Evolving Systems. “Our patented DSA solution continues to capture market share as wireless carriers recognize the benefits we can offer in terms of improved go-to-market cycle times for their SIM-based products as well as bringing unrivalled savings to their SIM card supply chain” he added.
