This paper introduces eMBMS or LTE-Broadcast by highlighting the commercial benefits of the technology to Mobile Network Operators and most importantly the societal benefits it can deliver via PEWS to people caught up in disaster situations. Public Early Warning Systems (PEWS) are a key part of resilience and preparedness for natural disasters and other public emergencies and can contribute to significant reductions in loss of life during an emergency. In order to realize this huge potential however, it is vital that the broadest range of devices are built with the capability to support this functionality.
