The problem
Vulnerable communities in Gilgit-Baltistan and Chitral regions of Pakistan are residing in the fault lines of multi-hazards including flood and snow avalanche. The frequency of snow avalanches in the last decade has increased 400 times more than the previous decade. Given the terrestrial constraints, lack of internet connectivity, absence of civic services/public goods and government attention, the vulnerability and risk to disasters has escalated to manifolds. Disaster response agencies are facing challenges in getting a harmonised communication system to monitor, generate, and disseminate the warning messages to at-risk communities.
